Proselytization

The primary goal of the Church of Scientology is to "clear the planet", that is, to convert the world to Scientology and impose its authority worldwide. Those who oppose its goals are considered Suppressive Persons ("SPs", or enemies) and the Church would "dispose of them quietly and without sorrow". This is Scientology's solution for people it cannot or does not wish to convert.

Those who will not accept Scientology will be "deleted" by the same "simple expedient".

Scientology proselytization is different from that practiced by most other religions. Two of its more common and effective methods are:

• the infiltration of groups in order to transform them into agents of the Church or to gather intelligence, plant false information, or otherwise thwart the groups' alleged anti-Church activities; and

• the creation of seemingly humanitarian or social reform organizations, often hiding their Scientology connections and working to broaden the Church's acceptance within society.

This goes well beyond normal missionary efforts and, in fact, has more in common with the covert operations of intelligence agencies than with religious conversion.

The cue in all this is, don't seek the co-operation of groups. Don't ask for permission. Just enter them and start functioning to make the group win through effectiveness and sanity.

The responsibilities of the no longer extant Department of Government Affairs now fall to the Office of Special Affairs , the Church's secret service.

The goal of the Department [of Government Affairs] is to bring the government and hostile philosophies or societies into a state of complete compliance with the goals of Scientology. This is done by high level ability to control, and in its absence, by low level ability to overwhelm. Introvert such agencies. Control such agencies.

In 1978, the Los Angeles Times described Scientology's charitable groups:

Bearing names such as American Citizens for Honesty in Government and the National Commission on Law Enforcement and Social Justice, these "gung ho groups," as church memoranda have called them, ally themselves with orthodox civil liberties and religious organizations but remain dominated by Scientologists, whose affiliation is not always made explicit in the groups' news releases.

Intelligence and Subversion

Many of Scientology's infiltrations begin with military-like directives identifying specific targets and goals. The following, for instance, is an excerpt from a directive signed by Mary Sue Hubbard ordering the infiltration of the World Federation of Mental Health.

OPERATING TARGETS:

1. To locate and investigate any member or group of the WFMH in your area.
2. To collect all data with regard to all such members or groups in your area.
3. To infiltrate any such groups in your area.

Project Weaver's Needle is Scientology's general infiltration guide. It directs operatives to locate useful corporate information (e.g., on janitorial staff or office layouts) in order to more easily gain access to internal data about the Church.

CONDITIONAL TARGETS:

1. Obtain … an org board of the agency or organization to be infiltrated, and establish which office/section of the agency the C of S file is most likely to be.

2. Find out what the requirements are if any, to become employed by the agency with particular emphasis on the office/section of the agency found in CT 1 and how one goes about getting placed there. Be sure this is done very thoroughly so no requirement is missed.

Papers seized in the 1977 FBI raids on the Church headquarters in Los Angeles and the Founding Church in Washington, DC, describe the detailed plans that the Church had developed for infiltrating government offices, including which agencies to infiltrate, how to pick locks, and tips for disguises.

1. Place an agent into the US Attorney's Office DC as a first action as this office should cover all Federal agencies that we are in litigation with or may be in litigation with.

If it is locked then you have to figure out a way in. The most successful ways of opening a locked door have been variations on the credit card. This can be used if the latch is slanted or curved going into the door jamb: …

If the latch is straight then the lock will have to be picked. …

The advantage, by the way, of slipping a latch as opposed to picking a lock is (a) to slip a latch takes 2-10 seconds compared with at least several minutes to pick it (unless you're very good), and (b) you don't need as much training and experience.

"Walk-Ins"

When the Church of Scientology established its spiritual headquarters in Clearwater, Florida, in 1975, they did it covertly, under the guise of a front group called "United Churches of Florida". Several years later, FBI raids of the Los Angeles, California and Washington, DC organizations unveiled documentation of the Church's plans to take over Clearwater.

The papers — largely confidential top-secret memos between sect leaders — include details of a Scientology scheme to "take control" of Clearwater by discrediting and spying on public officials. The documents also show a concerted far-reaching Scientology espionage campaign against government agencies such as the FBI, CIA, IRS and Justice Department, and private groups such as the American Medical Association and the American Psychological Association, long viewed by the church as "enemies."

Canadian government agencies and other organizations have fallen victim to Scientology infiltrations, too: the Ontario Medical Association, the Canadian Mental Health Association, the Ontario and Toronto police, and even the Royal Canadian Mounted Police.

Though difficult to believe, the Church of Scientology planned an infiltration of a country. The BULGRAVIA project (BULgaria, GReece, Albania, YugoslaVIA) appears to have begun in 1992 with plans to establish industries, newspapers, transportation, and telecommunications systems in Albania as the first step in establishing a Scientology state in the Balkans.

One of the Church's less controversial (though perhaps more insidious) plans is the "infiltration" of minority groups, schools and other educational groups.
